1.) Explore & play the story

As a complete newcomer, you will not have enough money to effectively level through it, but you can use the items you acquire while playing to make up for a bit of experience. 3.) Edge of the mists
A very popular and really effective method is leveling in the edge of the mists, which you can access via the WvW menu. There you join a commander and follows this in the so-called karma train. The goal is to complete as many events as possible and thus earn karma, which also provides experience. You have to have a rough idea of the map and should not give way to the commander. You should also get some buff food for more experience.
If playing PvP, you get rewarded with Tomes of knowledge, which you can click to level up. In PvP you can immediately compete with others and get access to all skills, specializations and equip. A newcomer could therefore go straight into PvP and level their Char. You can also receive the folios automatically via the login rewards.
